China has not become a party to the 1999 Second Protocol, although it has ratified the two 1977
Additional Protocols to the four 1949 Geneva Conventions which include provisions on the protection
of cultural property during armed conflict, such as (Articles 52 AP I and 16 AP II). The presentation is
trying to explain the reasons why China is reluctant to be a party to the 1999 Second Protocol.
