Personal details

I graduated from the University of Manchester (BSc – First Class - 1976 and MB ChB with Honours - 1978), winning prizes in Anatomy and Pathology, and then trained in general and cardiothoracic surgery. I became interested in clinical audit and computing in the late 1980s and, in 1992, moved full-time into medical informatics work with the Department of Health’s Information Management Group (IMG) and later the NHS Information Authority (NHSIA). In the NHSIA, I led a portfolio of national projects and services focused on NHS-wide clinical information systems. More recently I have worked as an independent consultant, including some postgraduate teaching in the areas of strategy and information systems. I retired from work in 2017 to pursue my research interests.

I have postgraduate degrees from the University of Sheffield (MPhil - 1996) and from Loughborough University (MBA with Distinction - 2001). I am a Fellow of the Royal College of Surgeons of England, a Member of the British Computer Society and a Chartered Information Technology Professional.



My thesis title is “National IT strategy in the turbulent English NHS: A structuration study of meso-level practice.”

I am interested in the practice of various actors in the implementation of national level health IT strategy in the English NHS. Healthcare systems are complex and the NHS structure has been remarkably volatile throughout progressive and incremental national IT strategy initiatives over a twenty-five year period.

The NHS structure includes “macro” (policy/executive), “meso” (regional and local management), and “micro” (care provider) levels. The focus is on the role of actors in the meso layer in the implementation of national health IT strategy, defined at the macro level for users at the micro level.
