Making a difference? A user's view on the potential impact of research in improving equality and human rights

Abstract:

Marc’s take on the most effective communication of research to lay audiences is ensuring the knowledge and insights emanating from research have an impact. This involves more than a well written executive summary and easily read recommendations and has consequences for the framing of research questions and how the insights are turned into recommendations. As an introduction, Marc will set out what he perceives to be the generic barriers to research having more impact on policy development, starting with the strengths and weaknesses of current evidence based policymaking and his experiences with research report recommendations. Following the introduction, Marc looks more in depth at a case study, exploring how the Equality and Human Rights Commission has used research and academic expertise to develop its position around the disproportionate use of Stop and Search powers by the police. Drawing lessons from this and other experiences, he will present some proposals for research groups and centres to improve their impact on equality and human rights as a basis for a concluding discussion.

Dr Marc Verlot, Equality and Human Rights Commission

Dr. Marc Verlot (1962) worked ten years as a policymaker on equity and inclusion before taking some time out to reflect on his experiences. This resulted in a doctorate analysing the production of multicultural policies by Flemish and French speaking policy elites in Belgium (Acco 2001). Marc subsequently lectured at Gent University for a decade whilst running a research and development centre. He became Head of Public Policy at the UK's Commission for Racial Equality (CRE) in 2005 and Foresight Director of the Equality and Human Rights Commission (EHRC) in 2007. His current work focuses on developing the intelligence and evidence base on equality and human rights, evaluating the outcomes and improving the impact of the EHRC. He has published on a range of topics related to equity and is the leading author of Stop and Think. A critical review of the use of stop and search powers by the police in England and Wales (2010, Equality and Human Rights Commission).

During this seminar the experts will speak for an hour followed by time for questions and discussion.  This is also an opportunity to meet the speaker informally over tea and cakes at the end.
