Staffing Policy Committee

Reports to the Strategy, Policy and Resources Committee

Terms of Reference

To be responsible to Council and Senate for the following matters: 

1. a) the development and implementation of staffing policy, procedure, and practice in respect of the following:

  • appointments (with the exception of appointments specifically covered by the Statutes)
  • promotions and grading
  • remuneration arrangements, including pension rights and other benefits in kind, other than in relation to matters within the purview of the Remuneration Committees reporting to Council
  • disciplinary action and dismissal
  • leave arrangements
  • equal opportunities (in relation to staffing matters only)
  • staff appraisal
  • staff development and training
  • staff welfare matters
  • industrial relations matters;

b) receiving reports on national and local negotiations and consultations with the recognised trade unions and approving, for recommendation to Senate and Council, as appropriate, conditions of service for all categories of staff;

c) monitoring and keeping under review staffing policy, procedures and practice.

2. The Committee has delegated authority to discharge the following functions:

a) the appointment of staff in all grades

b) the promotion and regrading of staff in all grades

c) the award of additional increments and achievement bonuses, other than in relation to matters within the  purview of the Remuneration Committees reporting to Council

d) the appointment of heads of departments

e) grants of leave of absence and study leave

f) the award of honorary titles

g) confirmation of probation

3. The Committee has delegated responsibility for the following functions included in 2 above to individual officers and sub-committees as shown in the table below:

Appointment of Heads of Department

Vice-Chancellor

Membership

a) The Chairman of Council

b) The Vice-Chancellor

c) Two Pro-Vice-Chancellors appointed by the Vice-Chancellor (one of whom is chair)

d) one member appointed by Council, from amongst the lay members of the Council

e) four representatives of the Senate, made up of one Head of Department from each of the four Colleges

f) The President of the Students’ Union (unreserved business only)

Duration of appointment

(a), (b), (c) ex officio

Members appointed under (d) shall serve for one year in the first instance, renewable annually for a period not exceeding his or her appointment as Pro-Vice Chancellor.

The period of office of members appointed under (e) and (f) shall be three years. 

Members appointed under (e) are eligible for immediate re-appointment on the expiration of their term of office.

Members appointed under (f)  are eligible for re-appointment twelve months after the expiration of their term of office.
