Permit Applications for 2014
Car park permit applications can now be submitted for University managed car parks for 2014. University staff who have access to the University web page can now apply on-line using the ParkIT Software. Access is available through the box on the right.
Applicants who are not able to access the on-line system (perhaps because they are not employed by the University e.g. NHS Trust, Students’ Union or Unitemps staff) will need to complete a manual application (see box on right).
Once in the ParkIT software please check your registration and car details are up to date by pressing the ‘Home’ button first before applying for a permit.
Please ensure all applications are submitted by Friday 29th November. Allocation of permits, based on the criteria scores achieved and choice of car parks, will take place before the Christmas break and permits for 2014 will be posted in the internal mail by 23rd December 2013.
Leicester Royal Infirmary Car Park. Staff who wish to park at the LRI will need to complete a special form, see details here and they will be allocated an NHS Trust permit, subject to availability.
Brookfield Parking Arrangements
Those staff who are moving to Brookfield will be issued with a replacement car park permit for this new car park. We are currently awaiting an update to the Permit software to enable Brookfield to become a car park choice so relevant permits will not start to be updated until mid-October. (The Parking Office will automatically re-issue permits for staff who are relocated - you do not need to apply and in the interim you should continue to display your existing permit at Brookfield).
There are a number of staff who will need to work between Brookfield and Main Campus. The University’s Travel Plan encourages staff to use alternative means of travel other than cars so you are asked to walk or cycle between the sites as much as possible. Shower facilities will be available in Kingfisher Block at Brookfield.
However, where a car is needed then the Brookfield Permit will be valid in the Sports Centre Car Park; it will not be valid on Main Site as we plan to relocate some other staff from the off-site car parks to the spaces released by Estates and Finance and this would overload Main Site parking.
For those who are not relocating but need to visit Brookfield then all other University Car Park Permits will be valid at Brookfield e.g. Welford Road (WR), MS and DMH.
Parking Enforcement Trial - North Campus
Parking enforcement will commence at North Campus from 1 September 2013 with £80 parking charges
Parking spaces on University car parks are very limited and there needs to be a daily balance between ensuring spaces are available for staff who pay for parking and visitors, contractor and deliveries who have a valid reason to park. It is apparent that a number of people are parking on University car parks without a valid permit and preventing those who need to park to do so. Parking enforcement using Parking Charge Notices (PCN) will now be instigated starting at North Campus (School of Education and Princess Road Car Parks). This will involve those parking without a valid permit or parking in the wrong parking spaces receiving an £80 PCN. This charge will be reduced to £40 if paid within 14 days. Please see here for further details…..
Payroll Deductions. A question has been raised over why there are two payments for Car Parking on pay statements. The answer is that 'Car Parking Other Monthly' shows the cumulative payments made from the beginning of the tax year (covering payments to date for the old and the new permit system) and 'Car Parking Monthly' shows the new permit payment for the current month.
Lost Parking Permits
With effect from 1 May 12 a reprint of a parking permit which has been lost or damaged will incur a £5.00 replacement charge, this cannot be charged to payroll but will be a cash payment.
Amended Car Details
A change of car does not require a new permit, just an update on the Car Parking Office database, please use the on line ParkIT system linked from the box on the right of this page. If you cannot log on please email email@example.com with the old and new car details. Where this changes emission details and a full permit is held, an adjustment will be made to the parking charge from the next payroll period.
Car Park Closures
Up to date information on car park closures and traffic management is located here.
Plastic Permit Holders
As the new permits are credit card size and not round, new plastic holders are freely available from the Car Parking Office.
Car Share Spaces
Car Share spaces are now marked in a number of the car parks with green lines and the car share logo. Please only park in these spaces if you display two permits.
Pay & Display Machines - Welford Road Car Park
New Pay & Display machines have been installed at the Welford Road Car Park, this installation is part of the implementation of the University Travel Plan and new parking permit scheme. Permit holders will still be able to park for free on this car park. Pay & Display will be available to staff, visitors and members of public without permits who wish to park - should there be spaces available across the whole car park.
Parking and Obstruction on University Road
The large ‘bendy buses’ are now regularly providing a service along University Road and following a number of complaints and accidents along University Road, the City Council and the Police will be issuing tickets to drivers who park or stop outside the permitted areas. Leicestershire Constabulary retain the powers to deal with highway obstruction matters and highway obstruction and dangerous parking will remain criminal offences and the police can prosecute for these offences regardless of the presence or not of waiting restrictions. Please be aware that dropping off/picking up, obstructing a junction including Entrance 1 and Mayors Walk, parking or stopping outside the marked parking bays and on single yellow lines before 6pm will all be considered an offence and liable to a fine and/or prosecution.
